Remove the engine size limit on A1 motorcycle license

Petition Details

Currently the A1 license has three limitations
* maximum 11 kW
* power-to-weight ratio not more than .1 kW
* must not be more than 125 cc
Whereas the A2 license only has two
Some motorscooters/motorcycles may have over 125cc yet still produce under 11 kW yet adhere to the power limit set by A1

Additional Information

For example, these currently sold vehicles:

Piaggio Vespa PX150
LML Star 151
LML Star 200

adhere to the power-to-weight ratio and kW limitations of the A1 license. Changing the A1 criteria to remove the engine size limit brings it in-line with the A2 license (which is also without engine size limit) and gives a further incentive to pass the A1 test rather than ride on a L-plate under a CBT thus improving road safety
