Levy VAT on ALL purchases, but at low rate (eg 5%) and non-reclaimable by anyone thus avoiding huge admin costs

A lower rate across all purchases will net greater returns for the Treasury.

Add to this, losing all the administration costs of the huge VAT reclaim and costs of VAT avoidance, will also boost the Treasury coffers and surely life would be so much simpler

There are far too many anomalies in the current system
