Make prisons rehabilitation centres to lower crime caused by released inmates.
People who are put into prison are being released and causeing eaither the same crime or a worse one.
Other countries have resorted to this tactic of instead of keeping inmates locked in like animals they give the a working environment where they can become better working citizens.
