Define how the public may demonstrate that they do not require a tv licence.
It seems that people are being prosecuted for tv licence evasion simply because the 'establishment' finds it hard to believe that people can live without the BBC. The enforcement officers just accuse people and the public have no way to demonstrate that they do not use BBC products.
If I have a car parked on my driveway, that does not mean I'm driving it but how would I prove it if that were the case? The Government should make it definitively clear so that innocent people are not intimidated into purchasing a licence for something they do not use simply because of the threat of prosecution used by the 'enforcement officers'.
