benefits replaced by vouchers
Replace benefit money with vouchers i.e. food only, clothes only, household fuel/council tax only. this will cut out spending money on alcohol and unecessary luxuries,will pay for essential needs, and will not be worth trading on a black market. If they want money they will need to WORK.
