Population needs are rising beyond the levels that can be met by current treasury allocations to social care and to the NHS. The five year political cycle and the impact of austerity places vital services at significant risk from fluctuating investment and reorganisations.

Additional Information

A new tax could provide some certainty while politicians consider all options for the future which should include an independent commission.
