Make the re-sale of concert/events tickets illegal
It is almost impossible to but tickets for popular events at face value as they are sold out immediately. Most tickets go to resale companies like stubhub or getmein who sell on for astronomical mark ups. Everyone concerned with the events ( artist,venue,promoters and public lose out. It is touting
