Enforce cardiff council and other councils to scan all animals including cats
Enforce laws that all animals reported deceased on highways and roads are attended to and scanned by the council of the area. Animals to be stored and give owners a chance of closure. Do not allow animals to be thrown away like rubbish and nothing to be done. Causing constant heart heart.
