Double Child Benefit but only give it once regardless of number of children

Additional Information

I propose to double the amount of child benefit received.
BUT...
I propose it's only paid for the first eligible child currently in the household (for as long as there is ANY eligible child in the household).
Reasons: To encourage parents to only have one or two children to try to reduce the country's overpopulation problem.
