to remove any motorcycle licence restrictions once you pass your theory & mods
it unfair having to redo the mod 1 and mod 2 tests again once you are 24 to get a unrestricted bike license.. (this makes people who deserve a full licence have to waste more money and be frustrated to get there dream bike
(a young kid with a car license can get any power or speed car as soon as he passed without having to wait till they're 24 why should motorcyclist have to because of the fault of others)
