Stop the Government ripoff on car road tax transfer return to old system

when a car is sold in the middle of the month the owner losses two weeks road tax refund and the new owner has to pay from the beginning of the month paying for two weeks he/she has not had,so the GOV.is stealing four weeks road tax, return to the old system where the road tax can stay with the car
