Make it law that cyclist's have to wear a high vis jacket.

Make it law that cyclist's have to wear a high vis jacket with reflective strips at all time when on the road and no headphones. To help them to be seen by motorists and they can hear what is happening on the road. This is after truck and car drivers are getting blamed for deaths of cyclists.
