Oblige rail firms to refund regular passengers proportionally for late trains
Currently Rail Operators are only obliged to pay compensation to passengers when train are delayed by more then 30 minutes and a compensation claim has been lodged and approved by them.
Consequently Rail Operators pay minimal compensation to customers whilst claiming millions from Network Rail
