Accept that the UK has no mandate to curb migration to the UK of EU nationals
The Brexit vote was to leave the EU, it was not to curb the free movement of people. Constitutional principles or redirection of monies to the NHS were possible motives. With 48% voting for the status quo there is no democratic mandate to draw conclusions as to the specific motives of the 52%
The pro Brexit campaign promoted several themes, such as the right of self-governance for the UK and the costly economics of the UK contributions to the EU as well as the control of borders. Any one of these themes could have been the motive for Brexit voters, but we cannot say which. As the only vote was to leave the EU and as there is no requirement that this mandates curbing the free movement of people, the UK Government is reading too much into its democratic mandate.
