Implement zero tolerance of uninsured/untaxed/unMOT'd vehicles

Additional Information

Announce (say) a three-month amnesty for all owners of vehicles currently illegal to sort out their tax and documentation, or else sell or SORN them.

After expiry of the deadline, any vehicle found on the public highway in breach of the law to be impounded and either redeemed within (say) seven days by production of correct docs and a fine, or else crushed.
