All people in receipt of full council tax benefit should pay a percentage of their council tax

Additional Information

I would like all people that are in receipt of full council tax benefit to pay a percentage of their annual council tax bill. All people that work have to pay their council tax bill in full, why shouldn't people claiming benefits help towards paying their council tax, after all they use the services that the council provides.
