Introduce a compulsory license for people who want to have children
Hundreds of children are abused, molested and neglected. This can be reduced substantially by introducing a compulsory license required by people who wish to have children. The license would prove that the person is capable of taking care of a child. In the cases where the child is accidental, if the woman cannot pass the test while pregnant, she will give birth and the child will immediately go into care.
