Establish Hallowe'en (31st October) as an annual national statutory holiday.
Hallowe'en has grown in popularity in the UK as a non-religious, community event. This celebration encourages creativity as children make costumes & characters. Trick-or-treating encourages people to get out into their neighbourhoods and enjoy a home-made, creative festival together.
There are no other autumn holidays in the UK and would occur at a midpoint between the August Bank Holiday and Christmas.
2. The historic origins of Hallowe'en are outlined on the Historic UK: http://www.historic-uk.com/CultureUK/Halloween/
3. This link which outlines some risks and debunks some unfounded fears. http://content.time.com/time/nation/article/0,8599,1933329,00.html . This holiday could promote safe driving to enable children be safe outside at all times of year.
