Consider a Helicopter-Drop of RBS Shares to the British Public
This Government could distribute the hard-to-shift stakes to the British Public. This would depoliticise RBS and remove a stock overhang and push the bank to a more public forum.
The Bank has more chance of recovering, removed from the government through public share distribution
