Every private members bill allotted a debate is guaranteed to be put to a vote
The filibustering associated with the Turing Bill was an example of too much power concentrated in the hands of a few ministers. Any MP should be able to put bills before parliament, have them debated and voted upon. We need a proper constitution but this would be a step in the right direction.
