Prevent Ministers and MP's to talk until debate runs out of time.
The Government to impose a time restriction on Ministers and MP's to talk in Private Members Bills debates in line with the time given to debate. The current system gives members the opportunity to talk until time runs out, shelving the debate. This is not democratic and discredits the system.
The current system allows for Ministers and Members of Parliament to be able to talk out Private Members Bills when they know they are running out of time. Placing time restrictions on Members of Parliament and Ministers in attendance of the debate in relation to the time that can be given to a debate (minimum or maximum) to stop shelving Bills. Bills should be voted on in Parliament whether they progress to the next stage or refused without a third option, to talk out a debate.
