Ban the sale of fireworks to members of the public.
More and more accidents and deliberate acts of vandalism and personal attacks are being reported each year around November. There are also more and more instances of 'celebrations' during the year that take place during the night, waking entire neighbourhoods. Ban fireworks, stop the misuse.
