Reinstate George Osborne's plan to set up a 2nd hand annuity market

Petition Details

People have been waiting nearly two years to be able to sell their poor monthly payments for cash lump sums where they can make a difference to their lives. For example, I've sat with no working boiler as I can't afford one without my annuity funds in one payment.
