Restrict all heavy lorries with speed limiters to one lane on motorways.
As heavy vehicles are fitted with speed limiters, overtaking can take several miles and cause congestion and tailback to vehicles without speed restrictors.
The effect is to cause congestion and tailbacks to other motorway users.
