Council tenants should pay for their own heating - gas, electricity and other utility charges
We, the ordinary tax payer and the elderly, have to pay our gas and electricity bills.
But, whilst we turn our heating down and sit shivering under several sweaters, Council tenants, particularly those in high rise flats or with communal heating are subsidised by the Council.
Manchester Council has just increased the charges for heating costs in it's properties by 18% but has ruled out imposing the full increase of 38%.
