Universal access to fast, affordable broadband
Government should, through the introduction of a Universal Service Obligation, ensure that every citizen has access to a fast, affordable broadband connection, regardless of how far they live from a telephone exchange. This service should initially provide at least 2Mbps with the minimum speed being reviewed annually to meet increasing bandwidth demands, which would make fibre the preferred option. Cost to the consumer should be comparable to an equivalent ADSL connection.
