Replace postal votes with online and telephone voting

Additional Information

To replace the optional 'postal vote' with the option to allow the electorate to vote via telephone or online. Those wishing to vote this way could simply be issued with PIN ( such as DOB or randomly generated number). This would make the process more acceessible, produce greater turn-out and would represent a more democratic reflection of a modern British society.
