Allow people who were born before 1990 to have their b+e on their license
If people have to pay for their trailer test they will stop paying and the caravan trade will stop and so will plenty of business that do trade with campsites and ground works because the test cost to much
In another 20 years you will probably not see a caravan on the roads because people can't afford to pay for there test
