Approve TfL's October 2016 plan to transfer management of suburban rail to TfL.

It's been reported today (23/11/2016) that DfT wants joint working between TfL and the rail companies, not takeovers. The rail companies have had years to improve their services, but have failed to do so. The time for second chances has long passed and rail users need to see change and improvements urgently.
