Referendum on Petitions with over 3million signatures

Additional Information

If 3 million people (or more) care about an issue (eg ?Capital Punishment?, Government Cuts, Iraq war, Poll Tax, etc) then the issue is too big to be delegated to politicians. Hence a National Referendum to vote on a single issue would be called.
