Dog owners should have a licence to own and a licence to breed to help protect
There are thousands of dogs being abused everyday by people who do not know how to look after them or do not care. If someone reports I'll treatment of a dog the local charity's can't do anything if the dog is chipped and has food and water this is a system that doesn't work.
By implementing a licence it would give more power to the people who protect the welfare of the Dogs and ween out those who don't want a dog. I know the first steps would be hard to develop into society but in the future it could save the suffering of thousands of innocent dogs
