The use of non-biodegradeable plastic bags should be outlawed

Additional Information

There are a number of patented competing technologies now for producing biodegradeable plastic bags cheaply. Some of which are owned by UK companies.
Why not outlaw the use of plastic bags in the UK that are not biodegradeable, phased in over a number of years?
As it is possible and practical, why not?
