Make it illegal for rail fares to rise without inflation and improved services

Every year the public has to pay more to travel on a train network that is not contributing back to the paying customers who along with businesses rely on the efficient running of the railway, delays cancellations and strikes are increasing in number and action needs to be taken rapidly.
