Use prisoners for community and farm work.
Give well behaved prisoners the opportunity to give something back, wearing orange overalls they can pick up litter, repair things i.e roads, assist with community projects and provide labour for farms picking fruit and veg.
The prisoners could be given a vocational award for their work and even paymemt from the farmers.
