Debate whether filibustering is acceptable in a modern democracy.

There have been examples recently of filibustering. Here an individual takes it upon themselves to talk a bill out of debate.
This is an affront to democracy, as one individual should not have the power to decide what is or is not deemed acceptable to vote on.
