Make balloon releases illegal.
Balloon releases are mass littering, unsightly and harmful to animals. Balloons are often ingested by wildlife, pets, farm animals and innumerable marine life often causing death or serious injury. The ribbon or string attached to balloons can tangle the limbs rendering the animal unable to move.
