Make a financial charge on young people for their disruptive behaviour (14 plus)
Disruptive behaviour by young people that incurs a cost to the tax payer should be recharged to the individual on the same basis as student loans have to be repaid….i.e. over a period of time as their ability to pay increases. Those who have no real intention of working should have deductions made from their benefits. This is not intended to penalise those who are diagnosed as being mentally ill but rather those who are persistent / serial anti-social individuals who are a drain on decent hard working members of society.
