Enforce tattooists who do a poor job recreating what asked for pay for removal.
There are plenty of tattooists who do a very poor job recreating what was asked for, with this being permanent and removal being so expensive. Make tattooists who do a poor job (via discretion of a judge) pay for the removal and/or cover up of the poorly done job.
