suggestion to partially tackle recession and budget deficit .
present situation is felt to be war-like and need measures like in war-time, overriding individual/coporate/other rights .
govt to declare PENSIONS CONTRIBUTIONS HOLIDAY say for one year taking actions as under:-

suspend all tax benefits on contributions to ALL pension funds with immediate effect , say 1/10/11 for one year - to see effects .
also consider a law to ban contributions to pensions funds by employers, employees, individuals, etc.
for that one year as a war-emergency measure suspending any normal rights against such ban.
more clarifications on response to this unique idea.
