Change the law regarding how grave ownership is accquired.
We are unable to add a headstone to my grandfather's grave as we, under law, are not the grave owners. My grandmother, gave money in order to purchase a grave plot which my aunt went to purchase on her behalf.
My aunt is now the registered grave owner. This is only because she physically paid for said grave with money provided to her by my grandmother. Therefore, my grandad's next of kin will never be his grave owner nor have any say with what is to happen to his grave in the future.
