Enable stillborns to have the right to a birth certificate if under 24weeks.
All stillborns born before 24 weeks have the right to a birth certificate. It still means that the mother gave birth to that child, that child deserves to be recognised, their baby existed. This way the baby will have been named and the birth will be legally registered.
