Every UK pet owner/breeder/pet to be registered or £1000 fine given.
Reduce the number of reported/unreported animal abuse cases via strict registration laws. Owners would need to take their pet to a registration office within a week of getting the animal. Simple DNA sample to be taken from animal. Incentives for people who suspect an animal/owner is not registered.
