Jail sentences for cruelty to animals should be equal to those against humans.
Those carrying out cruel attacks on animals are capable of similar cruelty to humans and should undergo a full mental health evaluation & be placed on a national register with similar conditions to those placed on the sex offenders register. Jail sentences for offences equal to those against humans.
