No discriminatory taxes/charges on diesel vehicles owned before legislation date
This is to avoid penalising those who bought diesel vehicles in the good faith that they were helping reduce pollution (now known to have been misled) and contributing to the economy.
Diesel engines were originally encouraged as being less harmful than petrol engines.
