Reconsider the de-regulation act 2015 terms in relation to cross border hire.
In 2015 Government revised licensing regulations & within the act one of the aspects was allowing Private Hire &Taxi drivers from other jurisdictions to provide cover. This has been manipulated to an extent where there is no way of governing non local vehicles also damaging local drivers incomes
Local Government (Miscellaneous Provisions) Act 1976
Private Hire Vehicle (London) Act 1998
Deregulation Act 2015
Dittah & Choudry v Birmingham City Council 1993 Case Law
Adur District Council v Fry 1995 Case Law
Windsor & Maidenhead v Khan 1993 Case Law
Blue Line Taxis v Newcastle City Council 2012 Case Law
Preexisting discussions with the Taxi & Private Hire Directorate of Transport For London agree there is a case for structuring legislation in to how cross border hire is enforced & imagined
