Reduction in variable speed gantries on M-Ways

This petition is to open the debate for the need for increased deployment of overhead variable speed camera gantries on the country's motorways. We would like to empirical evidence to support the need for them and how the cost is justified in the current economic climate.
Are they just a tax collection option?
Is it proven they save lives?
Do they improve traffic flow at peak times or make it worse?
