Ensure all non neutered animals owners become responsible for future offspring

Petition Details

I want to stop owners being able to breed or keep an unnuetered pet without either medical reason or being a registered breeder. I also want to see these breeders responsible for all offsprings futures and expected to house check new owners and take the animal back should buyers no longer want them.

Additional Information

all over the UK we also have back garden breeders breeding them for no other reason than to line their own pockets, breeders who can breed and sell animals to anyone without any responsiblity to Either the animals in their care or the offspring they create.

I believe owners of unneutered rabbits, cats and dogs had to be responsible for the offspring they create and by registering & paying an annual fee to help man the costs and offer to take back animals to rehome themselves (shops included).
