Bring back National service
quiet simply make every school lever do 1 years service and a chosen force. with in this year they will not be allowed to serve in areas of conflict and would only do so if they continued in the forces after there time is up.
this would give many leaving schools with no prospects the chance to do something different learn discipline and self respect.
