Limit Child Benefit to a Maximum of Three Children per Family

Additional Information

I would like Child Benefit to be paid for a maximum of 3 children per family. ( Family being the Mother if no Father is present.)
Why should the rest of society bear the burden of paying for more than 3 children per family.
If more children are wanted let the parents provide.
