Establish a mandatory retirement age of 2 years for UK Beagles in Animal Testing

Beagles one of the most intelligent loving dogs around were forced to inhale cigarette smoke in the 70s and in labs are still subjected to live in tiny cages and forced to inhale weed- killers, pesticides and other toxic substances. In California a bill has been passed and can the UK do the same?
